Place the apple pie filling down the center of each tortilla, using about one heaping quarter cup per roll, then sprinkle with cinnamon and fold in the sides as you roll. Set each roll seam-side down in the prepared baking dish so the tucked edges stay closed.
Heat the butter, white sugar, brown sugar, and water in a medium saucepan over medium heat, stirring as the mixture comes to a full boil. Lower the heat and cook for 3 minutes, then remove the pan from the heat and stir in the vanilla until the syrup smells buttery and smooth.
Pour the warm syrup evenly over the filled tortillas and leave the dish undisturbed for 45 minutes. The tortillas should look softened and lightly saturated on top rather than dry and stiff before they go into the oven.
Bake uncovered in a preheated 350 °F oven for 30 minutes. The dessert is ready when the tortilla edges are golden and the sauce is bubbling in glossy caramel pools around the perimeter.
